Why is it that cleaning chemicals, such as detergents, soaps, bleach etc., are alkaline?

alkaline matter is safe to cloths , human beings upto certain alkaline pH.As alkaline matter acts as a emulsifier ,it removes dirt , ouil etc. Foam entraps the dirt ,oil etc and seperatedThat's what we call is cleaning.
