Does LTC preclude me from GI Bill?

You are correct on how you obtain the GI Bill. Once you get into ROTC you will eventually have to go to basic and some form of AIT during the course. As to whether you can get both the GI Bill and an ROTC scholarship, I think the GI Bill is voided along with the Student Loan Repayment Program if you sign up for ROTC.
